A government-led digital surveillance and testing program to mitigate the damage of surges in COVID-19 cases is unlikely in the United States given cultural and political challenges. Health systems and businesses will need to innovate locally to manage risk, maintain trust and safety, and follow through on recovery and return to normal plans.
